There is a lively discussion going on at Dharma’s place (Astrotabletalk) over the question of planetary rulership and especially Uranus as ruler of Aquarius. Dharma’s had a series of articles about Saturn and Uranus, the co-rulers of Aquarius and. The question of whether Uranus has been misnamed is a thorny one although it does seem appropriate to the penchant of Uranus for throwing aside convention and trying something new.
Since I have Saturn (established rules) in square to Uranus (radical change) in my own chart, I have a tendency to throw out the old rules I don’t like (such as the application of words like “afflicted” and “planets in detriment” for the sake of a more transformative view, but I am very attached to others, such as the established mythological connections to the planets.
Dharma, being an Aquarius himself, suggests that the question of rulership is, as he puts it, “a bit of a dog’s dinner” and brings up the question of Ceres as ruler of Virgo. I joined in the discussion and my ideas kept going so I thought I’d reproduce my comments here.

The argument about Ceres’ rulership has already begun. My position is that Ceres is a better fit for Cancer, especially using my argument for Ceres as the higher octave of the Moon.
Virgo’s co-ruler is Chiron – Chiron perfectly fills out Virgo’s roles in service and health. Virgos resonate strongly with the story of Chiron as do planets in the sixth house.
The point in the previous thread about the more positive aspects of Aquarius are well taken, so here are a few more points about Uranus:
He was born by Gaia to be equal to herself, hence the connection with equality and justice.
Uranus is the starry sky of the heavens and thereby represents the highest ideals of humankind.
According to Cicero, Uranus’s castration story was a popularized superstition of the tale of Uranus as “the highest element of celestial ether or fire which by itself generates all things [and was] devoid of that bodily part which required union with another for the work of procreation.” Hence the connection of Uranus to the higher levels of creativity and insight.
As ruler of the heavenly abode of the gods, Uranus connects us to the higher levels of awareness and brings flashes of insight and electricity.
Someone loved Uranus and wrote this hymn for him:
