Doesn’t he sound presidential? The Congress is the one holding up the funding. If they pass a bill that doesn’t micro-manage the war, then Bush will sign it. They can’t overstep their authority and then accuse Bush of being the one who is not doing his job. Anyone with any knowledge of the separation of powers understands this, why aren’t fooled.
